Enter the applicable schema, business object type, event.
Double click the Status Restrictions option when you have selected your entry. It's here that you state whether it should raise the event according to whether the status entry was set to inactive or active.
For a user status that is on this is the status restrictions screen:
For a user status that is off then the inact flag is checked.
